Installation instructions are included... because I had "fun" time battling with lifebars/screenpacks before, when I was a beginner
These lifebars are optimized for Mugen (original game "lifebar" area actually covered too much of the screen), and particularly doubleres = 0. However, if you play with doubleres = 4, there basically only one thing that needs changing. By looking at section [Time] in fight.def, you'll only have to comment out one line and uncomment another, as is explained there. This changes the scaling of the sprite behind the time counter.
